DutiesDutiesAs the Assistant Deputy Administrator (ADA) for Advanced Simulation and Computing and Institutional Research and Development Programs you will have the following duties:

  • Provides leadership, direction, planning, oversight, and coordination of the tri-lab (Los Alamos National Laboratory, Livermore National Laboratory, and Sandia National Laboratories) Advanced Simulation and Computing (ASC) Program at the government-owned, contractor-operated laboratories.
  • Establishes the requirements for, and defines the multi-year technical program for, the ASC portfolio and leads in the assessment of technical information by staff at the NNSA national laboratories, consultants, industry, and academia to ensure that capabilities being planned and developed are consistent with national needs.
  • Provides executive leadership and direction to ensure that the program balances short and intermediate stockpile deliverables with a longer-range investment strategy to improve predictive capability.
  • Periodically reviews the software quality of the codes that are used for all aspects of nuclear weapons assessment.
  • Provides key NNSA leadership, in partnership with DOE Office of Science/Advanced Scientific and Computational Research, on cross-programmatic DOE computation and simulation activities, including next generation platforms.
  • Works directly in partnership with corporate executives in the information technology vendor community to help maintain the high-performance computing capabilities relevant to NNSA.
  • Oversees and is responsible for budgeting and ensuring availability of resources for all aspects of the ASC Program and especially for the development of essential simulation capabilities associated with both deterrence and advanced concept missions.
  • Represents NNSA interests in computing and simulation activities at Federal, academic, and industrial workshops and conferences and serves as a principal speaker for NNSA/DOE and as an expert on strategic computing and simulations.

RequirementsConditions of EmploymentCONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.

HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. May be required to pass a pre-employment drug test, random testing after appointment.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.

PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.

SECURITY CLEARANCE: Must be able to obtain and maintain a DOE Q security clearance and Sensitive Compartmented Information (SCI) access.

DRUG TESTING: Subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.

Your responses must demonstrate possession of these qualifications; typically acquired through education, experience, or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. Do not enter "Refer to Resume" to explain your answer. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.Applicants currently serving under a career Senior Executive Service (SES) appointment; eligible for reinstatement into the SES; or have successfully completed an SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs; but MUST address all MTQs. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages.

There Are Five ECQsECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:

MTQ1:Describe your experience in managing complex organizations, including your ability to manage diverse technical staff; gather, analyze, and evaluate information to establish program objectives and priorities; perform multi-year programmatic planning and budget estimation; and ensure delivery of mission needs on schedule and within budget. MTQ2: Describe your knowledge and experience in dealing with massively parallel high-performance computing (HPC) systems, HPC systems development (hardware and software), complex multi-physics/engineering code developments/applications, aspects of Artificial Intelligence and Machine Learning on HPCs, optimization of software for the architecture, data storage and retrieval, and verification and validation of complex multi-physics/engineering computer codes. MTQ3:Describe your knowledge and experience in dealing with multiple stakeholders, competing priorities, and delivering mission components, equipment, or materials under a resource constrained environment. What was your approach, how did you manage competing requirements, how did you deal with conflicts and risks, and how did you approach balancing your resources? MTQ 4: Describe your experience or ability to effectively communicate technical information (identify, listen, negotiate, clarify, and/or respond) orally and in writing; present facts and information to support mission needs; work and/or collaborate with entities such as the U. S. Congressional staff, external oversight organizations, high-level agency heads and managers, international partners, and other key stakeholders. Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.

EducationYoumustmeettheBasicEducationRequirementlistedbelowinordertoqualifyforthisseries.(1301 series) Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. For more information on the alternate methods, please refer to the OPM Qualification Standards at General Physical Science Series, 1301 (opm.gov) .

OR

(801 series) Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:

  • statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).
